Construction Assurance Manager

The Army Basing Programme (ABP) construction works to 2020 are being delivered by Aspire Defence Capital Works (ADCW). Aspire Defence Limited (ADL) ensures that accommodation is built to the appropriate quality to successfully maintain and operate the estate through to contract end in 2041, when all assets, across five garrisons will be handed back to the MOD.

A Construction Assurance Manager is required to support our ABP Programme Director to monitor the quality of build by ADCW, ensuring future life cycle risk is minimised, particularly as designs may be subject to change during the course of construction.

FM Service Assurance Manager

Against the backdrop of the fast-paced Army Basing Programme construction works currently underway, Aspire Defence Limited also has a substantial operational estate to maintain.

Modern, comfortable sleeping accommodation; diners and messes serving healthy, nutritious meals; sports facilities underpinning extensive physical training and state-of-the-art medical facilities all support the welfare of soldiers – and their families and wider military community. Safe, compliant workshops to maintain military vehicles and secure storage for weapons and ammunition are also priority assets under contract until 2041. There are 1432 building assets (over 1 million m2), not to mention 80 miles of roads plus numerous car parks, footpaths and parade grounds.

Hard and soft facilities management services are delivered by our sub-contractor Aspire Defence Services (ADS). We ensure these services meet the requirements of our contract with the MoD.

Our FM Service Assurance Manager will be responsible for evaluating and reporting on performance by ADS in relation to quality and compliance (statutory and contractual). A broad knowledge of maintaining assets and soft FM services, particularly catering and cleaning, will help in identifying good practice and areas for improvement.

Whole Life Cost Manager

Significant investment is made by our funders to ensure accommodation of an appropriate standard is available to support the Army in its training and operations.

To improve our forecast for life cycle expenditure, we need a Whole Life Cost Manager to review our model against actual spend, conducting cost analysis of unit rates, benchmarking costs, challenging and testing replacement cycles, and identifying procurement opportunities in conjunction with our FM services sub-contractor Aspire Defence Services (ADS). Our forecast has to withstand the scrutiny of our investors and their technical advisors, so a robust auditable methodology for compiling costs is a pre-requisite.

The contract affords a gain share on life cycle with ADS and the MOD in certain circumstances, where a sustainable saving can be demonstrated. The successful candidate will need to work with the Executive Team to evidence and apportion the gain. Providing Whole Life Cost models for any change instructed through the contract will also form a significant part of this role, ensuring that lifecycle provision is well defined and modelled accordingly.

Estates Analyst

With such a variety of construction and facilities management activity taking place across the business, Aspire Defence Limited (ADL) needs an Estates Analyst to provide analytical, operational and technical project support to the Asset Management Team, including Life Cycle and Assurance (FM & Construction) and Change.

There are 1432 building assets (over 1 million m2) across our estate ranging from sleeping accommodation, diners and messes, sports facilities, workshops and armouries to state-of-the-art medical and dental facilities supporting soldiers - and their families and wider military community. In addition, there are 80 miles of roads plus numerous car parks, footpaths and parade grounds all under contract until 2041, across 5 garrisons.

The Estates Analyst will be the custodian and super-user of the Asset Management system and relationship manager with our software provider. They will lead on the procurement and implementation of data reporting tools to assist life cycle analysis, and develop standard reporting templates for updating the ADL Board. Capturing detailed asset condition information to keep the life cycle model up to date will also be a key part of this role.

Change has presented a steady stream of activity since contract commencement in 2006 and this is augmented by the Army Basing Programme, a £670m construction programme to facilitate the British Army’s withdrawal from Germany by 2020. The Estates Analyst will take responsibility for some aspects of this function and support the Change Manager to ensure contract variations are effectively tracked and implemented.
