Innovation & Unique Approach

Aspire Defence has introduced a number of innovative approaches to its work that are contributing to the construction and service delivery on the contract.

For example:

Modular Buildings

In order to build the new single en-suite living accommodation, Aspire awarded a contract to Tata Steel Living Solutions (formerly Corus Living Solutions) to design, manufacture and install over 8,300 modular blocks to make 155 Junior Ranks Single Living Accommodation (JRSLA) buildings.

The three storey JRSLA is split into six flats and provides accommodation for 36 soldiers, each with their own bedroom with en-suite shower and use of a communal lounge and kitchen/utility area.

The off-site manufacture of the blocks assists with the construction delivery times and minimises site infrastructure and avoids constraints on build through bad weather. The need for trade skills on secure sites is also reduced.

The JRSLAs are delivered to the construction sites on flat bed trailers as ’building blocks’ ready for assembly. These are put into place in less than five days.

The building is completed, exterior brick walls erected, tiled timber-truss rook installed and finally services connected.

The last of these JRSLA blocks is due to be completed and handed over for ocupation during the early part of 2012.

The contract is being delivered in a sustainable way and is making a major contribution to the government’s overall sustainability targets. Project Allenby/Connaught won the 2007 award for ‘The Best Sustainability Initiative for the Public Sector’ for our significant environmental programme which includes energy saving, rainwater harvesting and the protection of wildlife habitat. 

A few examples:

  • All buildings under Project Allenby/Connaught have achieved ‘Excellent’ (new buildings) and ‘Very Good’ (refurbished buildings) in the Building Research Establishment Environmental Assessment Method (BREEAM) standards for over 400 buildings – the largest BREEAM certification project in the UK.
  • Low carbon energy technologies designed into accommodation buildings include solar thermal water heating and micro CHP (combined heating and power) systems which save in the region of 1,100 tonnes of CO2 emissions annually.  
  • Sustainable Urban Drainage Systems (SUDS) have been installed throughout the project, including large scale rainwater harvesting.
  • A management system monitors energy and water so that performance can be effectively evaluated and used.


Project Allenby/Connaught is providing sustained value for money at a number of levels. The extensive construction programme has enabled long term relationships to be established with the supply chain with consequent efficiencies throughout the Project.

Within the Services area of the business our customer, the MoD, now has to interface with only one contractor – Aspire Defence – compared to over 50 that were employed before. This has also enabled Aspire Defence to cross-train staff and allocate resources to deliver services in the most cost effective manner, for example flexing transport resources from one garrison to another.

Managing Construction Sites

Many of the construction sites are on working garrisons, with the sites often spread out across locations where the Army continues to work. So, to enable workers to gain access to the sites before any construction work begins, a range of services and infrastructure is put in place to accommodate the workforce.

On Tidworth Garrison, at the peak of construction there were 600 workers needing access to the site. So car parking for 600 vehicles was built and a dedicated security gate opened with automated turnstiles installed. Workers would swipe their ID cards to gain access enabling entry to the site without disruption to the rest of the garrison. Even a bus service was set up to collect workers from the turnstiles and deliver them to specially created bus stops close to the 31 construction areas.
