Setting the Standard for Safer Construction: Recognising ADSL’s Capital Projects Team’s First Black Hat Supervisor
On a construction site, the most important decisions are often the ones made in the moment, when someone pauses to double-check a detail, questions whether something feels right, or takes the time to guide a co-worker through a task safely.
It’s these everyday actions that shape not only progress, but the safety, confidence, and wellbeing of everyone on site. This is where our value of Safety First really comes to life.
Recognising the importance of this kind of leadership, Aspire Defence Services Limited (ADSL), through its Capital Projects Team (CPT), has introduced the Black Hat Supervisor programme – an initiative designed to strengthen frontline supervision across its projects. While Black Hat roles have previously existed within Aspire Defence Capital Works, this marks the first time this level of supervision has been formally introduced into Capital Projects delivery at ADSL.
The introduction of the programme reflects how construction across the Capital Projects Team is evolving. Projects are becoming more complex, and the team continues to respond to changes within the Building Safety Act. Now more than ever, strong, visible supervision is essential to manage risk effectively, support teams, and ensure work is carried out safely.
The programme highlights the role supervisors play in setting clear expectations, managing risk, and supporting teams where it matters most: while the work is happening. It also reinforces our value of Delivering Together, recognising that safe, successful projects rely on close collaboration between ADSL and its contractors, with everyone working to the same clear standard.
The first Black Hat Supervisor on a CPT project has now been awarded to Ryan Francis, a Site Manager from one of our contractors, Beard. His recognition marks the beginning of a wider rollout that will see the standard applied across sites.
The programme goes beyond technical competence. It focuses on how supervisors lead day to day, how they communicate, how they respond to challenges, and how they ensure work is carried out safely and confidently. As the closest point of contact for those on the ground, supervisors play a critical role in ensuring Safety First remains central to every task.
For those living and working on the PAC Estate, safe, well-managed construction helps ensure that accommodation and infrastructure projects are delivered with care, minimising disruption while supporting the day-to-day lives of soldiers and their families.
Ryan’s recognition signals what the programme is designed to achieve. As he noted, he is “looking forward to setting an example for others to follow”. As the scheme expands, that example will play a key role in shaping how teams work together across sites.
With more supervisors expected to be recognised in the coming months, the programme reflects CPT’s continued commitment to raising standards, ensuring that safety, clarity, and strong leadership remain at the heart of every project.
